At no cost to taxpayers, an immediate solution to provide relief for the H-1B category would be to recapture unused H-1B visas from previous fiscal years, exempt U.S. educated workers with advanced degrees from the H-1B cap, and raise the cap to 100, 000, providing for a market-based escalator if the cap is reached during the previous fiscal year.
