Deputy John Gollop has proposed two systems of 14 island deputies and either 21 or 28 district deputies.
Deputy Gollop's first proposal is for 14 deputies elected island-wide and 28, or four each, by the districts.
Geoff Gollop said he believed he would be able to deliver on his pledge within his first year in office.
Deputy John Gollop said it could be part of a three-tier system offering different types of buses for different purposes in Guernsey.
Mr Hoyt is in charge of environment and neighbourhoods, Mr Cook is responsible for arts and culture, and Mr Gollop heads up finance.
Conservative cabinet member Geoff Gollop said the proposals were "not written in tablets of stone" and that they were open to any suggested amendments.
The rest of the cabinet is made up of Gus Hoyt for the Greens, Simon Cook for the Liberal Democrats and Conservative Geoff Gollop.
However, Deputies John Gollop and Barry Brehaut have criticised the move.
Mr Gollop, a former Lord Mayor of Bristol, is also promising to lower fares on Bristol's public transport and offer business rate relief for independent shops.
"I am also grateful to Geoff Gollop for agreeing to become my deputy mayor, and who will therefore take over should I carelessly go under a First Bus, " he added.
Deputy Gollop, who is also the States' disability champion, said double-decker buses would make it easier for some disabled passengers to travel because they offered more room on the lower deck for wheelchairs.
Katie Gollop, representing Ms Humphreys' GP Dr Mayur Gor, said the case did not need to be held in front of a jury because the doctor was not prescribing the drug to anyone else.
Katie Gollop, representing the trust, said that as a result he was not qualified to make the decision to administer the drug but in this case he had been instructed to do so by a doctor.
