The charity argued Foreign Travel Orders (FTO) - civil orders developed to restrict the travel by UK registered sex offenders - had not been used enough.
The FTO also said that it backed calls for "a much-needed EC safety directive which encompasses pool safety" and that it also encouraged greater effort by national and local governments on compliance and enforcement.
