If a hungry person goes to a restaurant and orders a cheeseburger and is unable to pay, restaurant personnel are completely free to withhold the sandwich and, if this is a frequent occurrence, to refuse entry of the person into the building.
On the other hand, the consequences of those layoffs obviously are felt deeply not just by the individuals involved but by the places -- the restaurant that that person who's been laid off used to frequent -- and it just keeps on rippling throughout the economy.
Additionally, an away account in the name of a registered person or one in which that individual has a beneficial interest is a frequent focus of regulatory concern.
