Fota was expected to address the media at a press conference on Thursday.
Fota also wants to reduce budgets, but they want to do it in a different way from a cost cap.
And Toyota president and Fota vice-president John Howett has warned time is running out for an agreement to be reached.
Eight teams from the Formula One Teams Association (FOTA) claimed late on Thursday that they would set up the rival series.
But despite his claims that the parties were close to an agreement, Fota insiders say no negotiation took place at Silverstone.
The Formula 1 Teams Association (Fota) represents eight out of the 10 teams, including Ferrari, McLaren and championship leaders Brawn GP.
Fota issued a statement after a meeting in London on Wednesday calling for talks with the FIA about the 2010 regulations.
But, after McLaren boss Martin Whitmarsh said Fota was "open to finding a solution if we can", Mosley's stance has also calmed.
While Fota is committed to dramatically cutting the operating costs of the teams, it was opposed to the idea of standard engines.
Fota said in a statement after Wednesday's meeting that the FIA's new stance had "put the future of Formula 1 in jeopardy".
Note: The FOTA servers are currently in push mode to update devices.

After taking an initially bullish approach to Fota's threat to break away, Mosley was increasingly conciliatory in his remarks through Saturday and Sunday.
But Fota insiders insist they will break away from F1 if Mosley tries to renege on what was agreed in Paris last month.
The price for such deals is fixed at 8m euros by an agreement between all F1 engine manufacturers through the teams' umbrella group Fota.
The Formula One Teams Association (Fota) said as well as a package for 2010, an agreement for a cost-cutting plan for 2009 had also been reached.
"We are contributing to the Fota activities which will achieve significant cost reductions, whilst maintaining the spirit of the sport, " a statement from the manufacturer read.
F1 was thrown into confusion when the eight teams in the rebel umbrella group Fota were told on Wednesday they were not entered in the 2010 championship.
The eight Fota teams - McLaren, Ferrari, Red Bull, Brawn, Toro Rosso, Renault and Toyota - released a statement late on Thursday night declaring their intention to quit F1.
Fota maintains that it is continuing with plans to appoint an administrator for its series and that a review of circuits and potential new entrants is in full swing.
Toyota president John Howett, the vice-chairman of Fota, hailed the unity of the teams even though Williams and Force India broke ranks and submitted unconditional 2010 entries earlier this month.
"But thanks to the unity of the Fota teams and the foresight of the World Motor Sport Council members we have achieved the right result for Formula 1, " he said.
Fota is due to meet again on Thursday to discuss whatever emerges from Wednesday's World Motor Sport Council meeting in Paris, where issues including the ongoing feud will be up for discussion.
The teams, through their umbrella organisation Fota, have made it clear they are keen to come up with new ways of improving F1 - and that includes considering a new points system.
"He certainly has achieved a lot in the negotiations Fota versus FIA and FOM (Formula 1 Management) but this has been sorted out with the signing of the new Concorde Agreement, " he explained.
Mosley described a certain element within Fota as "loonies" over the weekend, and in particular claimed Renault team boss Briatore wanted to be the new Bernie Ecclestone by taking control of the sport.
Furthermore, writs that had been threatened against Ferrari and the other teams in Fota - McLaren, BMW Sauber, Renault, Toyota, Red Bull Racing, Toro Rosso and Brawn GP - are likely to be shelved.
That statement had come after Max Mosley, president of F1's governing body the FIA, had reached a compromise deal with Fota chairman and Ferrari president Luca di Montezemolo and F1 commercial boss Bernie Ecclestone.
Ferrari president Luca di Montezemolo, who heads the Formula 1 Teams Association (Fota), wrote to Mosley last week to express concerns about the cost cap which he said could lead to a two-tier F1.
Whiting's statement contradicted an announcement by the FIA's world council on 24 June which listed the eight Fota teams - McLaren, Ferrari, Renault, BMW, Toyota, Brawn, Red Bull and Toro Rosso - as confirmed entries.
