It alleged that teachers were "routinely" given information about future exams, including questions, syllabus areas to focuson and the specific words or facts students must use to win marks.
In subjects such as English and history, the exams will test essay writing, while in maths and science there will be a greater focuson quantitative problem solving.
The move away from modular exams towards those taken mainly at the end of two years of study would ensure there was better focuson teaching and learning and greater depth of study, Mr Gove said.
