In many of these countries the communities most vulnerable to local storms make a living from fishing in the coastal zone in small, relatively fragile craft.
As part of this increased security drive, the Seychelles coast guard has intensified its patrolling efforts, with fast-attack armed vessels monitoring a newly defined zone for fishing.
The European Commission is expected to call for part of the North Sea to be declared a no-go zone for cod fishing ahead of its annual round of negotiations between fisheries ministers.
