Hydropower dams are unpopular with conservationists because they disrupt river ecosystems, kill spawning fish populations, and release large amounts of methane from decaying vegetation along riverbeds.
Referring to possible future changes to fish conservation law, Ms Ni Chuilin said, "it isn't just catch and release, it may involve not catching salmon at all".
The upward trend in catch and release is therefore welcome and demonstrates that anglers are very aware of the need to sustainably fish salmon and sea trout.
