There are five major PFI projects in Cornwall which include new fire stations, a waste management system, Penzance Leisure Centre and Bodmin Hospital.
The recycling plant blaze, in which about 8, 000 tonnes of wood and waste caught fire, was put out in November and is still under investigation.
Some local residents, who did not want to be named, said they had concerns about the way the site was operating before the fire and about when the remaining waste will be cleared.
