But Mr Soros acknowledged that the move would inevitably lead to greater integration of government budgets - including a European finance ministry - and that there was a lack of democratic legitimacy in Europe for this.
Anders Borg, Sweden's finance minister, highlighted the European concern that it was the US and Japanese inability to sort out its budgets that represented the problem.
But with state budgets under pressure and various strains of tax reform fever sweeping state capitols, some politicians and public finance experts are arguing that it would be fairer if seniors carried more of the load.
