Feinberg said as many as 15 to 20 victims needed single or double amputations.
Claimants can receive between one and six months' compensation without waiving their right to sue, Feinberg said.
However, Feinberg said, proximity is only one factor that is being looked at.
No such releases will be sought from claimants seeking "emergency" assistance, Feinberg said.
In a conference call Sunday, Feinberg said he plans to be more generous than any court would be in determining payments.
"As far as we know, (Active Learning) is the only public school in the nation that offers an all-vegetarian menu, " Feinberg said.
Payment for psychological damages comes only if there's money left, Feinberg said.
"Don't expect thanks or appreciation or gratitude, none of that, " Feinberg said.
Feinberg said it is still being determined whether those people will be required to release just BP, or other potential defendants, from lawsuits.

All 35 of BP's claims offices will remain open, but will be staffed with newly trained workers with the goal of quickly and efficiently answering questions, Feinberg said.
McCollum said the program appears to be less generous to Floridians than the BP claims process, but "appearances are deceiving, and that is not the case, " Feinberg said.

Gov. Deval Patrick and Mayor Thomas Menino have made speed in getting the money to those who need it a top priority, said Feinberg, who hopes to begin sending payments June 30.
Active Learning's student body may be more accustomed to vegetarian diets than most, with 85% of the students being Asian and another 10% Hispanic, said Margie Feinberg, spokeswoman for the New York Department of Education.
"In a program as large as this, you will get claims that are suspicious, " said Mr. Feinberg, who has also overseen programs that compensate victims of the Sept. 11, 2001, terrorist attacks and Vietnam War veterans injured by Agent Orange.
