The chief of Pakistan's election commission, Fakhruddin Ebrahim, said turnout was near 60 percent of registered voters, the highest since the 1970 election.
To give the arrangement a more acceptable gloss, it will also bring in civilians, and will be led by the head of the interim government, Fakhruddin Ahmed, a former World Bank official.
