New rules on organ donation will not assume people have consented to have their tissue used for procedures like face transplants, the health minister has said.

During the operation, teams of doctors grafted a triangle of tissue including a nose, lips and chin onto the face of the 38-year-old divorced mother of two teenaged daughters, who had been attacked by a Labrador and whose name has not been disclosed.
Currently, cancer patients are not candidates for face transplants because transplant recipients must take immunosuppression drugs for life so that the body does not reject the donated tissue, Siemionow said.
