This programme implements the 2005 Convention on the Protection and Promotion of the Diversity of Cultural Expressions at national and local levels, in developing countries that are both Parties to the 2005 UNESCO Convention and are eligible beneficiary countries under the European Union thematic programme "Investing in People".

Consistent with section 201(a)(2) of the Implementation Act, Panama is to be removed from the enumeration of designated beneficiary developing countries eligible for the benefits of the Generalized System of Preferences (GSP).

Pursuant to section 104 of the AGOA and section 506A(a)(1) of the 1974 Act, I have determined that the Republic of South Sudan meets the eligibility requirements set forth or referenced therein, and I have decided to designate the Republic of South Sudan an eligible sub-Saharan African country and as a beneficiary sub-Saharan African country.
