To ensure widest participation, the Government of Georgia will fund high-level delegates from over 100 developing countries and countries with economiesintransition to participate in the Conference.
This ideal is a far cry from reality for many UNESCO member states and hence UNESCO-UNEVOC gives priority in its work to those with the greatest need: developing nations, economiesintransition and those in a post-conflict situation.
And experience with transitioneconomiesin Eastern Europe has shown that it takes a long time for people to adjust to the new economic paradigm, and many remain frozen in the old mentality for many years to come.
Similarly, the regional and now cohesion funds had positive effects in the British economy in the Seventies and later in the transitioneconomies such as Ireland.
Doing so would permit Hanoi to borrow hundreds of millions from the newly established IMF funding facility available to countries ostensibly intransition from command to market economies.
It will highlight the role of ESD for the transition to green economies and societies and as a catalyst for cross-sector planning and implementation of programmes in areas such as climate change, biodiversity and disaster risk reduction.
