Last year SDL successfully appealed at a public inquiry against a Swansea council decision refusing it a certificate for the Prince of Wales drydocks on grounds it needed planning permission.
It will take over government assets such as a large oil refinery and one of the Caribbean's biggest drydocks, both in Willemstad, the capital, and the taxes from thriving tourist and offshore-banking industries.
