Its report says parents should discuss alcohol with their children and set firm boundaries on drinking, avoid being drunk around them and actively ensure they develop sensible expectations of consumption.
Mr Hilton's mother Toni Garcia said her son had been happy but drunk during the wedding reception and had been handing out cash as presents to some of the children.
It comes after a report found children in the city were almost twice as likely as youngsters elsewhere in England to report they have been drunk three or four times in the previous four weeks.
