While the EPA's numbers are useful only for comparison, the difference between real-world and test-cycle fuel economy is a source of unending aggravation for car buyers and, in the case of the Honda Civic Hybrid, a cause of action in a lawsuit brought by owners.
But almost everywhere, what is needed from government are the sort of fundamental reforms that can make a big difference in the long run, beyond the next electoral cycle.
