The sheer volume of data involved in modelling the brain will itself lead to "radically new" IT with new computer technologies designed to manage the flow.
The study has been published in the journal Nephrology Dialysis Transplantation and its findings are drawn from NHS data and economic modelling based on clinical studies.
Barbara Hurst of Audit Scotland acknowledged good planning was essential but noted: "the data to underpin modelling is not good enough", and there was a need to break out of silos in planning: "It is not just about looking at the social care budget in isolation from the health budget and the housing budget".
The threat modelling approach addresses data loss risk, hardware failure risk, jurisdictional risk, external hacker risk, dishonest employee risk, and employee death or disability risk.
The hope is that by comparing the different pre-fall projections with the observed re-entry data after the event, future modelling efforts can be finessed.
To develop these algorithms the 60 researchers involved used techniques that include game theory (in which agents have to overcome barriers to collaboration in order to get the best outcome), probabilistic modelling (which is employed to predict missing data and reduce uncertainty) and optimisation techniques (which can provide means of making decisions when communications between agents are limited).
"The data we've got from monitoring sites in London, and also the modelling work we have done, has helped us understand why ozone has behaved the way it has - at least in London, " she told BBC News.
This data is then transmitted by satellite to reception stations on terra firma and used for numeric modelling for climate forecasting.
