The warnings follow the introduction earlier this year of the Bribery Act, widely described as the most stringent anti-corruption legislation in the world.
Hardly any European country of note has a law against bribery and corruption similar to American legislation which makes it a criminal act for American companies to offer inducements when tendering for contracts abroad.
Mr Putin's decree is apparently intended to stiffen political spines and spur the passage of a law rather than do away with the need for one, with conventional legislation seen as giving the anti-corruption drive a greater mandate.
The legislation would also strip pensions from anyone convicted of public-corruption felonies, provided they joined the system after the 2011 enactment of the state pension-reform law, the governor's office said.
