The charges, which the mayor denies, stem from the city government's failure in 2001 to obey a court order to halt construction of an accessroad to a private hospital.
It also includes the construction of highways and a continuous loop road surrounding the Olympic park to provide initial constructionaccess and give vehicles venue access during the Games.
The Long Island East Side Access project, now under construction, will allow Long Island Rail Road commuters to travel to a new terminus in Grand Central.
