Mrs Miller assured MPs a "quadruple lock" would be put in place to protect religious freedom and ensure religious institutions who do not want to conduct gay marriages will not face legal challenge.
"I'm not saying that the Church in Wales is ready to conduct gay marriages, but it ought to be in a position to decide that for itself, " he told BBC Radio 4's World at One.
However, should the Church's governing body decide in the future that the Church wishes to conduct such marriages, there is provision in the Bill for the law to be altered without the need for further primary legislation by Parliament.
As drafted, the bill would enable religious organizations to choose to conduct same-sex marriages if they wish -- but includes provisions intended to make sure no religious organization or person is forced to do so.
