Once consumers are aware of an expected level of technical performance that involves their lives, that performance becomes table stakes and they will expect that level of technical competency at any level of payment.
And be assured that the Iraqi forces and the security forces have reached a good level of competency and efficiency to protect Iraq as a country and to protect its people.
Out of all of these elements, we as a species have only reached a critical mass, or a basic level of 21st century competency, in the availability of educational resources.
