Ian Yearsley, from the National Tramway Museum, said the cost of renewing the track in the 1930s and the worry that there would not be enough passengers due to the depression, had led to the closure of the former tram system on 3 August 1946.
Scientists predict the closure will allow the eco-system to recover and eventually enrich the surrounding area for the benefit of the fishing industry.
Hess said that in light of that refinery's closure last year and its ability to buy refined products from outside sources, the terminal system is no longer needed.
