Member States are involved actively in all aspects of the Conference preparations mainly through CIGEPS but also through many bilateral consultations.

ICSSPE, an active permanent member of CIGEPS, acts as the Secretariat of the Programme Committee and coordinates the work of the Organizing Committee on behalf of the German government.

The International Olympic Committee (IOC), the International Paralympic Committee (IPC), the Council of Europe (COE), the Intergovernmental Committee for Physical Education and Sport (CIGEPS) and other intergovernmental sports organizations are invited as observers.

The World Anti-Doping Agency (WADA) is also invited in an advisory capacity, with the presence of key partners which will participate as observers, including the International Olympic Committee (IOC), the International Paralympic Committee (IPC), the Council of Europe (CoE), the Intergovernmental Committee for Physical Education and Sport (CIGEPS) and various intergovernmental and international sports organizations.
