Weinberger, who used to head Siemens' wireless semiconductor group, says his old employer, along with Nokia, Ericsson and others, can instead simply buy Sandbridge chips and advertise "every mode" phones.
That would give USAA, which focuses on quality, a chance to buy companies that tend to trail those type of rallies and show strength when the market is in a more defensive mode.
Since the market is currently in a corrective mode, sector or industry group selection is likely to be a very important factor in putting together a buy list for when the current market decline is over.
