Mr Dodds urged the House to support his party's motion calling on the government to review the impact of its decision and to announce in the Autumn Statement "urgent steps to ease the burden on pensioner households".
"I am extremely disappointed to learn that the developer of Riverside Center has chosen not to retain Christian de Portzamparc as architect for this project, " said Amanda Burden, director of the Department of City Planning, in an emailed statement Friday.
"Bank of America denies the allegations and is entering into this settlement to eliminate the uncertainties, burden and expense of further protracted litigation, " it said in a statement.
