In his annual report, chief medical officer, Stephen Bridgman, said a significant number of islanders in Guernsey were suffering health inequality because they could not afford basic medical care.
Dr Stephen Bridgman said Guernsey was not "complacent" and needed to carry out the extra tests because people with symptoms may find the flu carries strains of the swine virus in the background.
Dr Bridgman said the profile showed an improvement in the life expectancy of islanders compared with figures for 1995-1997, and that the prevalence of smoking had halved over the last 40 years.
