The manner in which that cooperation is undertaken will be determined by the president in conjunction with the government of Iraq, but it does not constitute a security commitment that rises to the level of a legally binding assurance which would, of course, have to be submitted to the Senate.
But since assuming control of Congress in January with what leaders called a mandate to change course in Iraq, Democrats have struggled to craft acceptable, binding legislation to force the administration to bring U.S. troops home.
Of course, nothing in this letter is intended to create a legally binding obligation and no such obligation will exist unless and until a definitive transaction agreement is executed.
