Outlining plans for a new Communications Bill, Mr Hunt said a cross-media approach to regulation was vital, as broadcasters, newspapers and internet companies developed new products for smartphones, tablet computers, and web TV.
Mr Hain said the newspaper's undercover stunt, which came a day after hunt protesters halted the debate on the Hunting Bill, confirmed his worst fears about security in Parliament.
The group said pro-hunt campaigners would demonstrate at every stage of the Bill - which outlaws stag hunting and hare coursing and restricts fox hunting.
Two Cabinet Ministers - Justice Secretary Ken Clarke and Culture Secretary Jeremy Hunt are before the Joint Committee on the Draft Defamation Bill, along with Justice Minister Lord McNally.
Shadow Home Office spokesman Lord Hunt of Kings Heath pointed to the fact Home Secretary Theresa May was keeping a draft emergency bill "in her back pocket" which could be used if the powers in the new legislation proved insufficient.
