But you also have to have that flexibility because there are so many products, you know, that are so diverse amongst our country that people do retail and have establishments to sell.

We're going to ask that everybody get health insurance, but if you still can't afford it we'll exempt you, we'll give you a hardship exemption, because there are some folks, you know, that it's just too tough.
