It is a green-shoot with as yet frail tendrils that can easily beuprooted before it has a chance to send its bureaucratic shoots and runners through the entire health care system and entangle itself permanently on the landscape.
It can be easy for us to forget that, when they were uprooted from their daily lives in the 1940s, no one knew what the history books would eventually say.
Most uprooted themselves from safe, prosperous European regions because they thought a multicultural British city would be a better place to bring up children.
