"The general image of Africa is sometimes scary, in reality it is not, " says Mr Balala.
"As far as I'm concerned, there's no letter from Fifa inviting us for the meeting, " Balala added.
The KFF was dissolved by the country's Sports Minister Najib Balala on 25 March, accusing it of incompetence.
"For now Fifa will have to postpone the meeting to be fair to Ayacko, " Balala told BBC Sport.
"Obama was very candid about his nationality, we are going to take advantage of that, " says Mr Balala.
Ayacko took over from Balala on Wednesday as part of a larger cabinet reshuffle announced by Kenya President Mwai Kibaki.
Balala says the new Minister, Ochillo Ayacko, needs more time to familiarise himself with the problems in the sport in Kenya.
"It's a sad day for Kenya, " said Najib Balala, a former minister, who blamed the crash on old helicopters used by government officials.
However BBC Sport has received a copy of the official letter addressed to Balala by Fifa which was sent and faxed from Zurich on 16 June.
Balala had been invited by Fifa for a round-table meeting to resolve the differences between the Kenyan government and officials of the Kenya Football Federation (KFF).
Fifa general secretary Urs Linzi, in a letter to the ousted Kariuki, said Fifa was left with no other option after it became clear Balala was unwilling to reinstate KFF officials.
