In 2010, the most recent year for which complete government data are available, the number of workingdays lost to strikes rose to a record 20.6 million, 10 times as high as in the previous year.
The consultation document on the changes notes that deaths have to be registered within five workingdays, and so people tend to attend the first available appointment, usually at one of the main offices.
