Until now, President Chandrika Kumaratunga's strategy has been to push for a military solution while contemplating a constitutional reform that would provide the Tamil minority with more autonomy in the north and east of the country.
Teachers and schools should retain as much autonomy on how to teach as possible, and will need to be a part of the reform effort if it is ever going to succeed.
