The local lodge of the Orange Order will not talk to the Parades Commission, which was set up to arbitrateon such contentious marches, and will not talk to the Garvaghy Road residents because they say they are led by former republican prisoners.
Speaking on behalf of the government, minister Lord De Mauley said Lord Mackay's amendment would require the state "to try to arbitrate" on whether a parent had taken reasonable steps.
