Conservative finance spokesman Paul Davies said the amendment was tabled "in orderto be constructive and in orderto hold this government to account on behalf of the people of Wales".
Without a motion those who want changes - a referendum, the removal of the bishops, or whatever - will see their ideas debated as long as they've managed to produce an amendment that is in order.
In orderto close this loophole, the Lautenberg amendment would apply the same restrictions imposed on U.S. companies' dealings with a foreign country or persons dealing with that country pursuant to the International Emergency Economic Powers Act (IEEPA) to foreign-incorporated subsidiaries of such companies, where the U.S. parent owns at least a 50% share of the subsidiary.
Given what we know of the materials as they have come out to this point, there is little likelihood that an official orderto remove the materials would have succeeded in surmounting the high barriers erected by first amendment doctrine in cases of prior restraint.
