China is testing the waters with an array of reactors built by its own government and companies like Areva, Westinghouse and Canada's AECL. Russia, which also controls its nuclear industry--and has recently consolidated its oil and gas industries--is also planning a broad expansion of reactors in what appears to be a play to become an energy superpower.
