General Provisions. (a) The Commerce Department shall provide funding and administrative support for the Task Force to the extent permitted by law and consistent with existing appropriations.
That would make the task force subject to the Administrative Procedures Act and all the rules that bind other regulatory bodies, including the legal requirement to consider public comments and provide avenues for appeal.
These types of contracting vehicles are characterized by task orders with short vendor response times and minimal administrative cost to the end user agency.
