The settlement has removed looming uncertainties around the possibility of a steep dip in DVR gross margins if Dish had to pay licensing fees to TiVo or around additional capital expenditures that Dish would have incurred if it had decided to buy all new DVRs.
The trust fund can therefore serve as a place to park excess revenues when taxes exceed expenditures and from which additional funds can be drawn when the reverse occurs.
It also urges Congress to hold urgent hearings into German export practices and to examine with care the real risks they pose to American and Western security interests -- and the additional costs imposed on U.S. defense expenditures.
The GOP has dug their heels on additional tax revenues, but tax reform that curtailed tax expenditures, cut tax rates, and raised net revenues still seems like a possibility.
