One line of inquiry this week will likely be the so-called Phoenix memo, a missive written July 2001 by a field agent in Arizona who urged abroadreview of Middle Eastern men taking flight lessons in the United States and raised the prospect that Osama bin Laden was involved.
The Securities and Exchange Commission is in the middle of abroad market review of their influence on the markets, whether they are getting special access that allows them to jump in front of other traders unfairly and whether they can make mistakes that pose big risks to market stability.
