计算“中人”建立个人账户之前的养老金叫过渡性养老金。过渡性养老金是统一制度后“中人”基本养老金的一个组成部分。对新制度（或“统账结合”）之前参加工作、之后退休的人员来说，由于其在此之前的工作年限没有实行个人账户，则退休时的个人账户储存额中没能体现这段年限的劳动贡献情况，因而其退休时的基本养老金不能简单用基础养老金加个人账户养老金计算，而应再加上没有个人账户年限的养老金。过渡性养老金就解决了这一没有个人账户年限的养老金问题。
对于新制度实施前参加工作、实施后退休的职工，还要加发过渡性养老金。
