达也，原名达世新，江苏镇江人。1982年毕业于上海师范大学中文系。1973年参加工作，历任上海新联塑料制品厂工人，上海人民广播电台记者、编辑，副编审。1977年开始发表作品。1993年加入中国作家协会。著有相声集《没有岸的河》，小说集《1变100之谜》、《飞剑99》、《世界尽头的秘密》，剧本集《消失在白天和黑夜》，发表论文20余篇。 他是一位名人。
