资政院是清末立宪运动的议会准备机构。成立于1910年9月，终止于1912年初。由民国临时参议院替代。院址在北京西城区象来街，民国时期改名为国会街，1949年后又改为象来街。资政院的建制在各省地方叫谘议局，谘议局作为各省的议事机构，其权限是讨论本省应兴应革事宜，讨论本省的预决算、税收、公债以及单行章程规则的增删和修改，选举资政院议员，申复资政院或督抚的咨询等。但是，它的权力受到本省督抚的严格限制。
