财政支农资金是指国家财政用于发展农业的支出。包括国家对农垦、农 (牧) 业、林业、农机站，水产、气象等企事业单位和国家兴办的大中型水利工程的基本建设投资，农林企业流动资金，农林水利气象事业费，支援农村集体 (户) 的各项生产支出等。财政支农资金来源渠道既有国家预算资金，又有地方预算外资金。从体制上看包括直接支援和间接支援两种。前者即国家直接用于支援农村集体或家庭的各项生产支出；后者如国家财政对农村水利等企业、事业单位的各项拨款。
