财务评价是根据国家现行财税制度和价格体系，分析计算项目的财务效益和费用，编制财务报表，计算财务指标，考察项目盈利能力、清偿能力等财务状况。以判别财务可行性。对于中外合资公路建设项目、世界银行贷款公路建设项目以及其他必须尝还建设投资的公路建设项目，都必须作财务评价。在财务评价中，所考察的是项目的清微能力和赢利能力，追求的是企业赢利最大，考察的对象是项目本身的直接效益和直接费用。由于评价范围较窄,故称为微观评价。
