规制就是政府设置（出台）规定进行限制。规制作为具体的制度安排，是“政府对经济行为的管理或制约”，是在市场经济体制下，以矫正和改善市场机制内在的问题为目的，政府干预经济主体（特别是企业）活动的行为，“包容了市场经济条件下政府几乎所有的旨在克服广义市场失败现象的法律制度以及以法律为基础的对微观经济活动进行某种干预、限制或约束的行为”。
