衬层(liner)，又称包覆层，是黏结在固体推进剂表面，起到控制药柱燃烧面积、降低或消除药柱在制造、储存和应用过程中可能产生的各种应力的作用。在某些推进剂中含有迁移性的成分(如硝酸酯增塑剂) 时，衬层还应具有防迁移功能。
