补偿基金是指社会总产品中用于补偿生产中消耗掉的生产资料的那部分资金。在工业生产中，每年要消耗一定数量的原料、燃料、辅助材料、厂房和机器设备；在农业生产中每年要消耗一定数量的种籽、肥料、农药、农具、仓库；在交通运输业中每年要消耗一定数量的铁路、车辆等。必须从社会总产品中拿出相当的生产资料，来补偿这些已被消耗的生产资料，才能保证社会再生产按照原有规模正常进行。在商品经济条件下，补偿基金具有使用价值和价值两种形态。
