职能制又称分职制或分部制，指行政组织同一层级横向划分为若干个部门，每个部门业务性质和基本职能相同，但互不统属、相互分工合作的组织体制。职能制的优点是行政组织按职能或业务性质分工管理，选聘专业人才，发挥专业特长的作用；利于业务专精，思考周密，提高管理水平；同类业务划归同一部门，职有专司，责任确定，利于建立有效的工作秩序，防止顾此失彼和互相推诿；缺点是不便于行政组织间各部门的整体协作，容易形成部门间各自为政的现象，使行政领导难于协调。通常职能制要与层级制相结合。
